I have edited my original post.
It seems that running Steam's file validation finds 1 corrupted file when I am experiencing this problem. Following validation, the problem is fixed until I alt tab. Allow me to explain how it began although I doubt there is a solution.
I recently found that Civ 5 was spontaneously running at the wrong resolution. I have 2 monitors and everything on the 2nd monitor was off it's normal position. Upon checking my options, I found Civ 5 was running at a resolution lower than 1600x900 (my desktop resolution). I couldn't change the resolution so instead saved the game, went to the main menu, changed it to 1600x900, and reloaded my original game.
Upon reloading, I found that the minimap didn't display anything. It was just an opaque black box displaying the terrain behind it, but not the world map.
I tried starting a new game and the problem was there as well, no minimap, just an opaque black box.
Validating with Steam result in 1 bad file. That file was re-downloaded and reloading the game resulted in a functioning minimap. If I alt-tab, it appears that the file re-corrupts and all minimaps are broken until I validate again.
