Minor change might enhance the zone of control mechanic

When the zone of control from two melee units overlap, non-calvary units can move into the zone, but cannot attack through it. Only calvary units can try to punch through it after moving into it, per the normal movement cost to attack the terrain type beyond the zone of control.
