MINOR_CIV_TECH_PERCENT - So city state research works like with major civs?

I found the MINOR_CIV_TECH_PERCENT value in the "Global Defines" XML.

It's set to 40.
Does that mean:

1) CS use the tech tree like major civs? They have to do research?

2) Each CS techs individually?

3) All techs cost only 40% of the research points for them by default?




I want to know this out of curiosity, also I'm thinking about a terra gameplay mod, where the new world is filled with native CS's at a lower tech level.

Ideally, there would be another option when capturing them. Not only annex and puppet, but also "colonize". this would not make them one of your cities like puppet states are, but keep them as individual entities.

They would still provide their bonus (food or whatever), just like when you pay for their alliance, except this time it's forcibly, costs no gold but destroys your relations with other CS's.

Freeing them would be possible, just like in the vanilla game, and make them allies. If you leave their territory with all military units, they'd be free, too.



Just random thoughts, but tell me what you think about it.
 
As I understand it, they do research, but I thought they had a slightly different tech tree. Maybe they do just have the regular tree. But they each progress at a different rate because they actually do research.
