Why do I not have the Leader Pass? I have all of the prerequisites listed, which I purchased separately not with the Anthology. I do have Julius Caeser, but not the other 3 leaders.

Yes, this has been reported. Firaxis is working on this. A new patch might or might not already have arrived, and you might need to re-start Steam and/or your computer. If this is not the case, just wait.
Do NOT buy the new DLC, since you should get it for free if you have all the other DLC and if all the issues have been sorted out.
