Mobile, Random, and Repeatable Wonders?

Hello all;
I have been a huge fan of the Civ series for over a decade, and I had several ideas for Civ IV. However, I am unfamiliar with Python and specifically how Civ IV is programmed. If anyone has any ideas how to implement these changes, I would appreciate your input.

I had an idea for three new types of wonders in Civ -- not just new buildings, but entirely new concepts:

1) Random Wonders

These would be national wonders (every civ can build one), but rather than solely affecting the city that built it, they would affect a different city within the empire each turn.

Examples:
a) National Sports League
Must have colloseum to build. double effect of colliseums. One random city with colosseum will receive we love the king day each turn (they "won the championship") Previous champions would have an increased chance of winning multiple championships, with their odds reducing after three or so "titles" (an attempt to recreate dynasties and the ebb and flow of championships).
b) Barnum and Bailey's
Must have theatre to build. doble theatre effects. random city recieves +5 happiness for 1 turn. Every city must receive circus in order for one to receive it twice.

2) Repeatable Wonders

These are world wonders that can only be built by one city at a time. They provide benefits for the civ building the wonder, as well as one other randomly chosen civs/cities. Once your civ has built one, some other civ must build that wonder for you to build it again.

Examples:
a) World Cup
Must have colosseum to build. We love the king in city that built it. +500 gold 1 time bonus to city that built it. Top 6 cities in host nation receive +2 happiness for 1 turn as the host cities. In addition, 1 civ will go into a mini (5 turn) golden age after they "win the cup." Winning one championship increases the odds of repeating.
b) Olympics.
Must have colosseum to build. One time +400 gold bonus. City that built gets +5happiness. 1/6 of the world's cities (randomly chosen) receive +2 happiness as the hometowns of medal winning olympians.

3) Mobile Wonders

These wonders provide a benefit solely to the city that built them. They are unique and may only be built once per game. If the city that built the wonder falls, they can be relocated to any of the conquering civs' cities. The wonders have 1 movement point and no defense, so they must be guarded during transport. Primarily these would be works of art that traditionally have moved from one civ to another conquering one (think Napoleon's actions in stocking the Louvre for examples of these types of wonders).

Examples:
a) TheOdyssey
+2 movement all naval units built in city.

b) Trojan Horse
+2XP points all military built in city.

c) Dante's Inferno
1 missionary in national religion produced every 6 turns. Religious influence increased.

Other works of art would possibly increase the effects of specialists in the cities? (ex: David would allow all specialists in city to produce 1 culture per turn, Communist Manifesto adds 1 hammer per specialist, etc.

If anyone has any ideas for other wonders, changes in the effects, or primarily how the heck to program this, please let me know. I would love to make this, and think these changes could add a great deal to Civ IV.

Peace Summit (Bonus to diplomacy maybe?)

Religious Specific Mobile Wonders? i.e. Ark of the Covenant for Christianity? These could cause massive diplomatic penalties, for example, if a Christian Civ is talking to one that worships another God but holds the Ark. They could provide bonuses if the civ holding them adopts that religion, or massive bonuses if located in the religion's home city.

Tangenitally, I would like to make more random events as a whole in Civ. I loved the volcanoes and random plagues added into Civ III. I want to program earthquakes and floods that redesign the world's map afterwards. How can I do this?
