Mobilization?

I noticed in the Domestic Advisor screen an option for mobilization which could either be normalcy or war-time. Does anyone know what mobilization is and what it affects?

Mobilization is a way to increase your shield output when at war, for producing military units. It's very restrictive, though, in that you can't build much else.

Once you have Nationalism you can opt to "mobilise" your economy. From then on you will stay mobilised until you make peace with an AI civ, at which point you automatically demobilise (I think it's automatic). Since you have to be at war before you can negotiate peace, that means you CAN mobilise in peacetime, but will have to declare war and then peace before demobilising.

Mobilisation is like a military-only golden age - an extra shield in any tile with a shield. But only in cities building 'military' - which means either a "unit" or one of very few "improvements" - barracks, airports, maybe harbours, civil defence I guess in PTW. If you are building anything else there's no bonus. Here's the kicker: once you are mobilised you cannot START anything other than the "military" builds, nor can you swap builds to something "non military". So that temple you need to expand the borders in a captured town - forget it, you can't build it.

You can build wonders, IIRC, but they don't get the bonus.

Basically, if you're in an all-out war, and are razing enemy cities as you go it might be worthwhile. Or fighting for you life, too. Generally people stay away from it, though. The restrictions are quite significant.
 
One serious drawback of mobilization is all of your culture "production" is halved.
