First this is just an idea. I am no expert programmer at all but I wondered whether it could be possible to mod a certain component to create a "surrender" possibility.
The idea is the following. A unit surrounded by enemy units (during war, not during passage treaties of course) would have a certain chance of surrendering. The concept could be extended as well to cities.
Principle : a unit surrounded on 4 sides or less would have no chance of surrendering, a very tiny chance at 5 and then it would increase until it increases dramatically when the unit is completely surrounded (thus actually cuting its supply line).
Every friendly unit in the same square would also decrease the chance of surrendering.
A unit surrendering would mostly be destroyed but could also have a chance of "flipping" sides (that would work if it could be made dependant on the Civics of either party, for instance a unit of a civ in feudalism would have a higher chance of flipping).
This might be just a wild idea impossible to mod but it could increase a lot the strategic aspect of the game IMHO.
