Mod Concept: Biological Warfare

Hi all

I have no idea how to mod, simple as. I've looked but I just wouldn't know where to start with this concept.

So would some one like to create this mod for me and the community only thing I would ask is to be credited for the idea.

So the concept.
This mod would not only introduce new weapons but a new element of viruses/infection levels and reintroduction of health in a city like in civ 4.

I imagine it to in earlier ears to have to contend with diseases like bubonic plague (Black plague), smallpox and such and would be based on the cleanliness of cities. So a city with poor hygiene not only gets a penalty to food but a chance to a diseases to erupt.
some diseases could potential spread to near by cities (like religion does).
these could be counterable with hygiene buildings like aqueduct, wells, plumbing etc or with research (research would only be unlocked once the diseases had been discovered and the anti virus would be a tradeable tech.

The second part of it would require a lab where viruses could be created for warfare like anthrax. This could require missile tech as well possibly.
A city could work on a virus in the same manner as a wonder but with a very slim risk of accidentally releasing the virus in the city it would been researched.

If a nation stockpiles biological weapons it would have a diplomatic negative added to them. other nations do not like someone having these weapons.
allow for UN to ban such weapons (basicly they would have same sort of effects as nukes in terms of diplomacy)

This idea could lead to viruses like the U-virus (which is not the T-Virus from resident evil.... honest)
so basicly weaponised zombie virus.
Cities that reach maximum infection level (which would be faster in higher populated cities) would flip to zombie faction or rebel like thing and cities would produce zombies based on its population.

zombies themselves I reckon should be move 2 (terrain limitations still apply) have the attack twice promotion and cover promotions and should heal for 75% damage caused if this takes them over full health spawn a new zombie unit next to them which would activate next turn.
Zombies that attack cities would automatic spread the virus and then the infection level would grow and if not stopped quickly that city may become another zombie hive.

anyone who unleashes zombies on purpose or not would have a huge negative on diplomacy

Thoughts and any one interested in making this mod???
 
No one is going to make that. That sounds like a massive LUA project and those who are capable of doing it are already doing something else.

It's really easy to plop ideas out but really difficult to implement them.

ah that's a shame.
I wouldn't know the scale of it as I don't know how to mod.
I've seen mods like cultural diffusion and rebellions and thought a lot of the modding techniques used in those mods could be reused in this but again no idea of the scale.

Well the idea is there so if anyone does want to give a shot some time it would be cool.

Even if it was a case of just reintroduction of hygiene or the weaponised zombie virus as separate mods
 
I like the idea, I'm not a modder as well. Couldn't something like the attrition mechanic and the fountain of youth be used to mimic a disease?
