Mod for Civ1?

there is any way to Mod for Civ1? I found the editor, but I'd like to know if it is possible edit or replace the images present in the game. I tried view the *.pic files that cames with Civ1 and none software mine is able to open these kind of file!
So:
- there is possible mod for Civ1?
- anyone knows any software where I can edit these *.pic files r create mines?

The Pic.exe worked, but it works just to people see the image, not to edit it There is any way to edit these images or create new *.pic files?
