Mod idea, don't know if its possible

I know absolutely nothing about modding, just that there are a lot of brilliant people out there that can do some pretty amazing things to existing software.

With that understanding, Would it be possible to create a Mod based on the Continential United States. Meaning 48 Civs with pre-existing cities and boarders. I know it would have to be HUGE but something like that would be really interesting and fun to play. Would probably be tough to come up with UU for all 48 states but with enough research it could be done. If any modders think it would be something they are intersted in (it could just be a terrible idea, but who knows) I would be more then happy to do some of the non-technical leg work (researching and developing UUs, leaders, resources, etc.)

From what I have heard the Civilization cap is 18 in a scenerio.

Why do you want 48 (!!!!!!! ) civilizations in the game????

Inseems pretty redundant, making a civ for every federal state. Could could make 48 different civs, all with different UU. But the game cannot handle more than 18 in game.
