I'm just newbie in civ modding, and I have a question - maybe exists mod to convert strategic resources into each other or convert energy into oil? And if such mod doesn't exist, where can I read about ways to create such one?
For example:
Adding new technology (eg "Oil Chemistry") to converting coal into oil add new city project converting 2 coals to 1 oil (ratio is random);
Adding some other technology (eg "Biofuel" or something) and we can convert food into oil
