Mod idea - Strategic Great People

This is an idea I have to get more strategic resources into the game. Since the AI seems to have problems getting the resources they need I might try something different. In Civ5 it was easy to add resources to the game using buildings as prerequisites. But the only mechanic that exists like this in Civ6 is with Great People.

My idea is to give a strategic resource to every Great Engineer. The type of resource would depend on the era. Classical and Medieval GP would get Horses and Iron. Renaissance GP would get Niter. Industrial GP would get Coal and so on.
 
I think it is more suitable for Great Scientists who discovered new elements and materials.
 
Well I finally got around to trying this out and it doesn't work. I attempted to give Great Generals in the Classical Era the ability to produce Horses similar to the way Great Merchants provide Luxuries. But it just doesn't seem to work. The Horses show up in the Great General screens in the Civilopedia but they don't appear on the top bar or in the resources list. I unlocked all three Classical Era Great Generals. I even went as far as researching Horseback Riding to see if I can build a Horseman but still no go. They don't appear in the Leader trade screen either. Bummer...
