Mod loads but does not change anything

Heya,

I got a strange issue with loading mods at the moment. I installed the current version of Rise of Mankind and whether I directly start it with the mods/... in the shortcut or within the game by loading the special mod - it loads. However the mod does not work.

Within the game under the version info I can see that the mod is loaded. But the menu screen does not change and I do not have any changes in the game. In multiplayer people can find me with the mod loaded but when the game is loaded it gets out of sync.

This error might have emerged because I deleted the complete contents of the "mods" folder before.

In order to try to fix it, I already deleted the cache folder, uninstalled the game and used a raw version of the game, reinstalled the mod, but nothing seems to help.
I also deleted the cache folder, but no change there either besides that I need to set the resolution again.

You get any more ideas?

Now I deinstalled, reinstalled the whole game, patched it again, tried other mods - which work, and installed ROM again, same problem.
After that I am now downloading the installed version of the mod from a friend...lets see how that works.

Edit: Ok it didn't work, I also tried:

-deleted cache end settings folders
-started game as administrator
-checked for writing protection within mod dir

I experienced this same problem even with trying Kiwitt's method which is a pretty nice way to get around some of Windows 7 annoying features.
