Mod or tweak for maximum cities?

Is there a mod or tweak which limits the maximum amount of cities a player can found?

To my knowledge there are only mods which limits the maximum amount of Settlers one can have.

New Era Settler: Restricts Settlers to each new era and/or with extreme cost.

Potato Settler Mod: Same idea above, the origin of the above mod.

No more AI city spam: Settlers require bigger city, cost more, and will consume more population.

Settlers at Early Empire: As the name suggest, one can only play as a city state in early game.

There's also a number of cities maintenance cost that I use. It does what it says on ther tin.
