Mod That Allows A Player To Cheat a la Civ II?

Are there any mods on steam workshop that allow a player to cheat a la Civ II?

Essentially I have a few games going in which I am trapped in death spirals. I'd like to finish them, but I cannot come back from the brink of defeat.
I suspect I cannot *add* a mod to a game whilst I am in the process of playing, but that would be ideal.

Ingame Editor by donquiche is perfect for what you need, and you can add it and use it in your current game with no ill-side effects!
