not sure this might should be in civ 3 forum but before i try to buy civ 4 im going to want to test it by a demo. to make sure it works fine. if it doesnt work can modders transfer parts of civ 4 unit graphics and city graphics to civ 3 i know it wont be the same but couldnt they transfer parts of the unit graphics and maybe some city stuff. I hope they will think about it for people that cant afford to upgrade.

The short answer is that Firaxis will frown upon it as it will infringe on their copyright. Besides the legal issues, the new assetts are 3D and would need to be converted to 2D.

Besides what warpstorm said, the things that will make Civ 4 Civ4 are things that can't be created as a mod of Civ 3. Sure you can create the units, and the appearence (obviously 2-d) but not the true game.
