Modding Civics Questions

I'd like to mod state property so that it's immune to the number of cities penalty, instead of the city distance penalty. I'd also like to increase it's production bonus from 10% to either 15 or 20%.

What's the easiest way to do so? I've never modded Civ4 before, so i have a very limited knowledge of altering files.

Also: is there anyway to mod in diplomatic relations penalties between countries running state property and countries running free market? I think it'd be good for the game to reflect tensions between civic choices that are so fundamentally different, as was the case historically.
