Modding for newbes - I do not understand !

I modded Civ3. But I don;t know how to mod Civ4!
I want to change difficulty settings, colors of nations and some spec. of units.
HOW TO DO THAT!

Newbie Guide Please!
I'm old school when it comes to programming languages. I learned BASIC on the Commodore-64, then I learned Visual Basic. Then I tried to learn C++ but got a migraine that still hasn't gone away.

I would like to learn this Python thing - but I don't know the first thing how or where to start! Can someone tell us how to begin?

All I know is that there's a folder in the Civ4 directory with a bunch of files with the .py extention. What the flock do I do with those? How do I open them? What application do I need?

Oh oh... I feel the migraine coming back again....
