[GS] Modding help - Civ Modification

Hey there.

I have that i am trying to make some modifications to a civ but i have no idea what to do really.
What i want to do is editing The Netherlands Civ from R&S (With GS)

What i am looking into what i would maybe wanna change are:
(and only for the Netherlands civ so as unique features)

1- Add a building that can be made in City Center / Commercial district to provide some "Amount" of Gold Per Turn after a certain research.

2- Add a building that can be made in City Center / Industrial District to provide some "Amount" of Production after a certain research.

3- A new tile improvement to give a "Amount" of food.

4- Change amount of standaard Policy Cards the Civ has no matter what government civ has (Military / Economic / Diplomatic / Wildcard)

5- Blank Policy Cards for when have a slot open but do not want 1 of the remaining ones in there.
(sometimes i have that i have to fill a policy slot and i just do not have any policy cards that i want to fill it up with and rather would fill a blank in that is feature less)

6- Change max Trade Routes civ gets after gained the Civic: "Foreign Trade"

So my question here is:
is there someone who can / wants to tell me what i have to do to get this done?
So give examples for what to do to add the unique buildings / tile improvement / Policy Card's / Trade Routes.
(that would be lovely!)

(i have been trying to watch/read tutorials on this and looked in the files already but i cant make heads or tails from it with out some professional help)

Would be nice if this would actually come as a mod to get the features i wish for and can have as a mod uploaded to steam (privately / friends only) this so i can enable/disable it at will

First you need notepad++ it is a common tool, replace notepad with it. It will allow you to read all coding languages and a lot more. I suggest looking at other mods close to what you want to do. See what they did in the mod and use the same type of code for your own mod. It is pretty straight forward but be warned there are a lot of adjoining files that must be edited as well. Your not talking a small modification here it is a big one. Why do you want to do this with Netherlands is my question? They are a force to be reckoned with already I feel, but it is always good to evaluate the reasons your making a mod before diving in. Good luck I am no modder but I helped make a few mods. ;)

Hey thanks ye i already have Notepad++ as i did use it for minor modifications in Arma III mission's or on Gmod for Darkrp Gamemode coding so i do have some experience on that but i never really done anything of modding to Civ. so i have no idea where to start but after i would start getting it should go easy.

As for why The Netherlands and why the Modification is i play a lot with a friend of mine and The Netherlands was more of a example to define i search for making it to 1 Civ. specific.
I know the Netherlands is a force of its own 1 should be reckoned with as i play it as favorite Civ. (kinda bias maybe as i am from The Netherlands?)

As for the reason why is as i like to play the game against Emperor AI's my friend is rather already struggling to survive against King AI's for difficulty and prince is for me too lame and easy.
There for i hope by give my friend a few minor tweaks to his Civ. he will be better off against King or Emperor AI's.

And all those above i wish to look into for i want to add 1 or 2 of those to his Civ. (not all) so it wont be too OP but just enough to balance odds for him.
But i want to look what of those are best to do to give him that extra.
(Might be its enough with just a economy boost slightly or production or both or 1 of the other options or all of them that he needs to balance odds for him against the Higher Difficulty AI's than he is used to)

Got a other question...
Lets say i want to make the mod that it adds the bonus to existing buildings such as lets say the granary but still that it only is for 1 civ lets say Netherlands that has these additional things to its granary.
could u perhaps give a short format i should use cuss i looked at other mods for any info but i am not exactly making progress.... so some additional help would be nice :3
