Modding Social Policies (from the ground up)

For the moment it sounds like I'll need to mod the UI just to include the ten I want. I'm having trouble determining the function of every part of the UI files, but even so I still can't see where the ID numbers are hardcoded, nor why anyone would think it was a good idea to hardcode them. All references to ID number, as far as I can tell, are simply those that look up the details in the appropriate table. I get that POLICY_BRANCH_TRADITION and so forth are mentioned by name, those are pretty easy to find with a simple Ctrl+F, but I can't find anything that looks like it would need changing should I delete a policy and replace it.
