Empire resources and the associated combat bonuses experienced by players should be listed in a single menu, where you can click on a resource and it gets highlighted on the map so you can see where they are. Ideally you will go target some far flung islands of a player to deprive them of resources and balance out your relative combat strength, but this is very hard to do without clearer information. This could bridge the difference between "would be nice" when picking up resources to "absolutely essential"
