The modifier I am talking about is one that will increase the adjacency bonus from Coastal tiles. The game loads in just fine, but the districts do not earn any extra Yields when they are placed next to these Coastal Tiles. Is there an issue with my modifiers?
Now that I think about it that ModifierType seems wrong. Again, any information is helpful.
