Modifying unit values

Im interested in modifying values for naval units, there range per turn specifcally, to make navys more realistic and flexible. I have 2 questions to put forth

1) When modfiying rule-set, how do you go about, incorpateing it into the basic game? or it it possble? Or put another way, if i want to modify some unit values, but otherwise leave things unchanged, do I need to create a entire mod?

2) The unit editor screen is oversized and I cannot see it all. Anyone else haveing that problems

You can edit the games basic rules by starting the editor, and opening civ3mod.bic, which is in your default civ3 directory. Then go to edit rules and change whatever you wish.

Not sure about your second problem, try resizing the window to fit your monitor resolution??
 
On point 2: I'm glad I'm not the only one that get's that!

I thought I was just crazy, but there definately is SOMETHING wrong there.

The only resolution that I've found that actually fits properly and allows you to see everything you need to see at once and still move around is at 1600 X 1200, and I switch to it everytime I actually try and edit something.

Even at my current 1024 X 768 I can't see a large part of the window. Not very good for-thought as they didn't think to have scroll bars :)
