I'm Ca'nt figure out how to make a new civ. Bit of help here

For Play the World
For Vanilla
For Any Version (As Far As I Know)

Look around that forum too. Keep in mind the most important thing is to edit the .txt files correctly, second is graphics and the editor.

Make sure you have custom rules on, then go to Rules>Edit>Civilizations. There is however, a hard-coded 31 civ limit so you'll proabably have to delete a civ before adding another one.
