modpacks- are they the same as a scenerio?

I am looking for a vietnam scenerio for civ 3, but I guess I am not civ 3 literate enough to figure out if the modpacks are the same as the old civ2 scenerios, please respond. Thanks

At this time, there is no such thing as a real scenario in Civ3 because the editor only allows editing of the rules and map, but not putting units, cities, and civ-specific starting locations on the map. So basically, a "modpack" and a "scenario" are the same thing in Civ3.
