Mods disappeared?

If you've seen my other thread: This One then you'd know I'm having crashing issues with mods. Now since this is a second problem I feel like a second thread is open (sorry moderators). I removed the Akkadian mod and reloaded my Civ 5 G&K game. Now I only have 10 of my 36 mods showing up in my game when i go to the mods page. What did I break and how do I fix it?

Things I've done:
- Uninstalled/reinstalled
- Verified my files
- Unsubscribed/resubscribed to all of my mods
- deleted my game cache
- deleted the Civ5ModsDatabase.db file
- deleted the ModUserData folder.
