Mods in civ 6

I have gone through many rounds and games to find which mods that give problems for my game.
I finally resolved the issues where game crashes (because of mods) when I am invading capital cities. I thought I finally were safe to go. But now (always at turn 92) I have a problem where it says to choose great person, but all of them are taken so cant choose and I cant click on next turn.
Which of these mods can it be (this is the name of the installed mods, some of them didn't come up with a specific result when searching)? (I have updated all of them that have updates)

- Dale's religious units border control
- Darkleaf's Improved Recourses and Reduced Cost
- Half Unit and Building Cost
- Improved Builder
- Lumbermills for rainforests v1.0
- Milder relations & agendas
- Moar Units
- Multible units per tile
- Settlers build roads v1.1
- TCS Customizable warmongering penalties 1.1
- Tundar farm

Or alternatively, is there a Mod that does all this and maybe more? There is other mods I originally installed but caused problems so I removed them - would be cool with a major mod that also have them included.
