Mods not staying active in saved games

For some reason, my mods from Steam Workshop are not staying active in saved games, despite loading through the Mods menu. I click and unclick them to make sure they're active, and they just will not work. The saved game plays as though none are active. They won't list in the menu and obviously the attributes are not applied. I'm sorry if this is stickied somewhere, I didn't see my exact problem. Thanks for the help!

It seems to be that the mods that do not affect save games are not sticking (obviously). I would assume that since I'm loading saved games through MODS and not standard load game, it should activate the mod, but it's not happening at all. Grrr.
