Mods on Steam?

Hey guys, my mate got Civ4 BTS the other day through Steam, but is having trouble figuring out how to install Blue Marble & mods & whatnot. Is it possible, even? I'm working off cds myself, so I don't know....

I have installed Blue Marble on Steam BTS with no problem. Did exactly the same as on non Steam version. What OS he runs?
