This is a bug that's been in the game forever. If you get the Monarchy Legacy card, (+1 housing per level of walls) know that it only actually provides 1 housing, even if you have all 3 walls.
I don't know if it works properly before the discovery of steel, since I never build more then ancient walls except in a city near enemy territory. The card itself seems like it would be nice in the end game when all of your cities are given Renaissance walls through Steel, but it's a scam.
I don't know if it only applies prior to Steel when you actually build walls. I know I had one city that had medieval walls before discovering Steel and that city did not get more then +1 housing. So I would surmise if it does work at all, it only works until discovering Steel which makes it completely useless compared to Republican Legacy.
As it stands, no one should ever get the monarchy legacy card. If you plan to spend a lot of time in Monarchy get one of the other governments first.
It's use in Multiplayer would be even worse. Monarchy is not a good government to use in Multiplayer, as city states will tend to be captured left and right, and the extra gold or faith from Theocracy and Merchant Republic are much better.
Of course in single player games, especially at higher levels, there are almost always better things to do then building walls.
So I just don't see how this has any utility whatsoever.
Please sign this petition with a comment, and by doing so you are saying you refuse to get this wildcard from now on, unless you get it and just don't care, unless it is fixed so that it actually works in the late game.
