Alright you COMMUNISM fans. I'm tired of typin this out and not gettin an answer. Someone explain how you do NOT lose money in Communism. I had taxes set at 80% which is max, and I still lost money every turn. 15-18 cities, 15 were sized 27-34, other 3 were at 12. The 15 big cities had just about every improvement possible. Did I have too many improvements? Not enough trade routes? The only governments that didn't put me in the hole were Democracy or Fundy.
Communism is not the best suited for medium-largish size cities, since it cannot control happiness without lots of wonder help, plus 3 units in the big cities (to zap 6 red dudes)... unless one
raises luxuries or uses entertainers. And I almost *never* do the latter 2, in commie or monarchy.
(NOTE: My comments, as always, refer to Deity, Civ II MGE, 5.4.0f, 31march1999.)
Commie is at a huge disadvantage, since:
1. The extra trade arrow is not added.
2. The SHs do not add the 3rd arrow for regular terrain.
3. The initial trade bonuses are much smaller... both science and gold are severely affected.
4. The recurring trade route values are very small.
The combination of all 4 means a fully developed Commie city may not be able to pay for its own imporvementes each turn, if it does not have trade routes. This is especially true if you do not have Adam Smith's.
Taxmen can be used in large commie cities to help control happiness, and to balance the budget.
All other things being equal, a late game commie gov't is vastly inferior to a late-game democracy... assuming one properly plans and executes the democracy. Commie is better for those that would not like to plan and organize... it is well suited for random, rapidly changing, often conflicting, plans. Fundy is even more so. Democracy will punish such disorganization, BTW.

"Strictly" speaking, for your given empire, most definately yes.
Yes, most assuradly. Even the smaller-value trade of Communism will balance the commie budget without Adam Smiths, as long as you have trade. Try gettin trade with the big (size 20+), coastline (lots of sea tiles), overseas, enemy democratic cities. Be sure your source city has a SH. If the AI has an airport, be sure you do too!!
