Does Montezuma's culture bonus and the culture bonus for killing barbarians in the honor tree stack?

Yes it does. You can get pretty crazy amounts of culture with Monty+Raging Barbs.

I used to go Honor with Monty. Now I go tradition. I'll still open Honor first if its raging barbs though.

I don't know if it is the best play strategy decision, but collecting culture through wiping out raging barbarians is deeply satisfying on some level I don't want to admit exists.
