On Deity, how/when do you factor in monuments in your opening builds?

An early monument certainly seems important for early governors and governments. But how do you find room for a monument between military (to fend off barbarians and aggressive AI), settlers (to claim valuable resources), builders (to improve valuable resources) and early districts (for a massive early-game boost)?

Usually after a builder boosts production and I have a few military units on the board. Sometimes I can't fit it in and that's when I'll sell lux and rush buy one in my first expansion.

Settlers are my priority. I build the second one and try to buy the third one. After those I either go for more settlers or start building Monuments.

It’s so important but so is everything else.
I used to waste early cash on tile expansion. Even when I knew the real value of monuments I would ignore and regret later. Now I treat it like my blind spot amd force myself to buy or build, buying seems easier.

It really depends on what's happening in the game. It's vital to get extra culture as soon as possible without compromising safety. If you meet a cultural city state or two first and are getting extra culture already it's lower priority. If I have the 240 gold I'll buy it early on, and I'll generally build one otherwise in my capital after getting my first settler. The plays obviously change if you're being flooded with enemies.

I sometimes open with a monument if I have a high production start location. If not then I'll usually try to purchase one or construct it just before or after my first settler. I don't play all that often on Deity though so it may not be ideal.

Another approach if building monuments early is a blind spot, is to play Rome. Of course, if you stop playing Rome, you have to remember again.
