I can't remember if I had seen this before and I just haven't had ships with enough initiative lately to see it happen or if it doesn't work this way. Lets way I have a ship with unfired range 1 beam weapons as a repulsor beam, and an enemy ship with less initiative moves next to it. Will my range 1 beam weapons fire automatically before the repulsor beam activates and pushes it away?

Yes, if you are sitting here in front of the planet, not unusual, if they move next to you or the planet and are in range you will fire on them and push them back. I can't recall the last time I was in that spot, but I do run into the opposite.

I try to get next to them and they push me back and I do not get to fire. If on their round they move next to me, I get to shoot.

You need a moderately high initiative for this to work, mind you. If your initiative is not high enough you won't get to shoot, IIRC.
