More cultural city improvements

I believe an easy thing to implement in a new version of CIV would be 2 new cultural buildings:

Theatres made possible by free artistry.

Music halls made possible by music theory

These 2 buildings could have approximately the same costs for building and maintenance as cathedrals, and the same cultural and happiness effect.

We would at the same time have solved the problem that the two mentioned advances as it is now are completely useless unless you succeed in building Bach’s Cathedral and/or Shakespeare’s Theatre.

Maybe we also could get implemented 2 new small wonders, namely a National Scene and a National Concert Hall.
 
Alas, but you are talking of civ3, not civ4. the new game is going to have a new tech tree, new buildings and a new culture system. So, your proposal, as it stands now, says pretty much nothing. It's redundant.

In theory I agree with you (theatres would be a good building), but we need to wait and see what is coming up.

I wanted to mod a building, Museum to be built in the city, but I want the prereq to be the city's cultural level. A city would need a certain level of culture in order to build. Or other things like catherdrals or castles.
 
The greeks and romans had versions of theators and music halls, so they should be avialable before the end of the middle ages. I think that civ IV is going to be less warlike and have more cultural options, that are affordable (instead of colliseums costing 2 gold!) allowing for more cultural based play. Whether or not theators are added, culture will *probably* be more important in civ IV
