Way back when, you used to be able to see your Civ's accomplishments at the end game - literacy 75%, disease 10%, etc.
I think it would be interesting if cIV incorporated a more comprehensive education model. The more educated your people are, not only should your science output increase, but your people would be less willing to be subjugated under, say, a Despotic Ruler.
Not sure how Civics is going to work in cIV, but maybe they're already planning this.
Heck, if a SMAC-style government/society/culture system is added, then perhaps the more educated your populace, the more resistant they would be to certain policies. And perhaps to control this (to your will) you could implement 'propaganda' (like North Korea, Red China, Cold War US/Russia) to steer the people into a certain direction, or to make them more willing to accept a new policy.
Who says misinformation is only a tool to be used against other nations?
