More RAM or New Graphics Card?

I'm looking for some advice on how best to spend my money. I have:
512 MB RAM
GeForce 4 MX
AMD 3200+
I initially had the black terrain problem, but was able to eliminate it by installing the latest video drivers. However, the game now runs very slowly. Even on small maps it takes a few seconds to scroll from one city to another or to zoom in and out. Would I see a greater benefit from buying more RAM or a new graphics card? (Yes, I've defragmented, turned off other apps, checked for spyware, etc.)

Both would be best
Imho more RAM should should give you more benefit so I would choose this option
