Morgan can easliy get HUGE military. After you get clean reactors build a single punishment shpere in the smallest reaserch city you have. Then move all military units (all having clean reactors) to that set and se tit as your home base. All of a sudden you can have a giant attack force even as free market. This will also work with all other factions when going free market.
