I've got 3 on my first emperor game. So I thought it was easy playing emperor, and I got my butt handed to me on the game following it.
I have not played Rar, but I understand it has it so that SGL are quite easy.
No, just it has more techs, so it creates more opportunities to get SGLs.
Ah, I sort of got the idea they changed the percentage, if that can even be done.

I got three in one game once. Two of them came from 2 techs in a row

Just getting started - play c3c - my first warlord game as the French I got 4. Never got any at chiefton. My current regent game I have gotten 2 so far as the Byzantines (now in the modern age with only a few techs left).
I'll never forget my first ever SGL leader - I missed the quick pop up label telling me she was there -it was Marie Curie - I think I played a few turns before I realized there was someone weird haunting my capital!!!!

Four or five, I think. I know I've had several with at least three.

I've gotten 5 once, playing as a scientific civ, enabling me to get all the best wonders and sweep the enemy off the map. It would be more realistic to limit civ to 3 SGL per game.

Two in a deity game, the only deity game I have won, on the first two techs of the game, Writing and Literacy, so the Great Library and Great Lighthouse set my game up very nicely for the win despite a less than perfect starting location.

I can see your point, Pfeffersack, but even 3 in a game could be considered alot, if often you receive one or none. In my current game as America, I have just entered the industrial ages, and have been consistently ahead in tech due to a great start, nice free goodies, and the Statue of Zeus. 
However, I have not gotten 1 SGL yet, and will consider myself lucky to get even one in this game. If you get 3 in the Ancient/Middle Ages, this allows you to nail 3 crucial wonders, and can take you over the edge to victory early on. This is really RNG luck, like losing an army of tanks to a spearman. It's fun, but still...
Anyway, that's my two cents on it.
