Mouseover Info Panel?

I´d appreciate any working code or any other help.
i am really really stuck...

I have figured out WHAT to change but not HOW to actually accomplish it. I can move the Help Text Area to a specific location on the screen. But am unable to make it move with the mouse.

Still working on it.
