Move capital to original city

Ok so because I was distracted by all the shiny new options I neglected my millitary early on. Pericles sneak attacked and took my capital (Rome). I recovered and retook the city and destroyed those impertinent Greeks. Things are looking up but I have a problem. How do I move my capital BACK to Rome. I cannot seem to find the option anywhere.
 
Your senate is composed of cowards, and they prefer to stay within the safety of their current city. :(
 
I wonder whether that is an oversight? I can understand why they might not want you to move your capital but the capital should always revert back to your original city.
 
In one of my games earlier today i received the rumor that England had build a Palace in Stoke-upon-Trent so there might be some way to do it.
 
Ah, that explains it. I wondered why when I met england the capital was in Manchester (she had been defeated, but then was liberated somehow before I met the other continent). I couldn't figure out why the capital was Manchester when I found London.
 
Well I definitely think they need to make it possible to revert back to an original capital. I can't see how that will create too many opportunities to exploit the system.
