I know when in enemy territory, you can move one grid at a time, but once the land has been claimed through border expansion, why are these units still restricted to one grid at a time movements?

...because they probably arent on roads and are therefore using their normal movement allowance. i.e. 1 tile a turn.
The exceptions are cavalry units that can move 2 tiles, although they would be slowed by forest, desert and hills. The other is if you move on roads in your own territory. Unless you have the right promotion your units cant use enemy roads.
This isnt a Rhye's thing though this is a normal Civ IV rule.
That was what I thought originally, but there is a road there, but it also affects naval units.

Even still, I could click on the other side of the map and receive the notice of how many turns it will take, but unless the cell is next to the current, I cannot tell the unit to move beyond one cell at a time.
I cannot even queue moves.
EDIT: I have tried a custom BTS game, and I have not had any such problems after combat.
