Can someone tell me how artillery and marines can move 3 tiles in on my land , and still be able attack my city ?

it could possibly be that there is a radom event that gives all units extra movement for free. I haven't seen one like that, but that doesn't mean it doesn't exist. Other than that though, I wouldn't know what to think without a screenshot.

Either they have the Commando promotion (unlikely - I've never seen the AI use this one), or it didn't happen - you're just getting mixed up.
