If I agree to a Mutual Protection Pact and/or a Military Alliance with another civ, but never actively praticipate in the war, is there a reputation hit?

If there is a reputation hit, what level of participation is required? Are naval bombardments enough? Do land troops have to be involved?

I believe that if you declare war in either instance, but never actually do any fighting, Rep takes no hit.

Yeah, as long as you're at war on paper, it doesn't matter if your forces ever exchange blows. :)

On the contrary, AI almost always helps you.

Let me present it in this instance:

I was Rome, and Russia was my neighbor and the strongest military in the game (i.e. the only military stronger than mine). On our continent was Japan and Arabia. I entered into MPP with both of them, just incase Russia decided to attack me or to take advantage of a multi-front war if Russia attacks Japan or Arabia.

Japan had cities on the other continent. They were attacked by the Mongols. I am brought into the war via the MPP. I had no desire to divert my forces over there to help Japan since I was gearing up for Russia.

I understand that I take the hit for declaring war (via the MPP). But since I never went to help Japan is there a reputation hit? I waited until Japan signed a peace treaty with the Mongols before I signed it.

You can cancel the deal after 20 turns and sign a treaty.

Your rep is not hurt, but AI attitude is affected for the civ you left in the lurch. Japan will not be so willing to deal with you in the future.

This is a good example of why MPP's are not so great. I usually don't sign them unless I full intend to trigger them myself in a couple of turns.

Be sure to declare war and then let your enemy attack you first to trigger the MPP. This works even when you and your enemy both have a MPP with a third civ. Who he declares on depends entirely on who attacks first.
