MPP not working?

I'm playing the Egyptians in the Mesopotamian conquest on regent, with about 3600 VPs and the next civ has 1700. Basically, I've just been biding my time until I win or the game ends (the same), and using MPPs with two other civs and a decent army to guarantee that nobody attacks me meanwhile. Then the Babylonians threatened war unless I gave them Currency, and I didn't, thinking that they wouldn't dare to declare war. They did, but my allies didn't declare war. They both had an ROP agreement with the Babylonians (not an MPP), but I would think that they would still be required to declare war. I have the save, if there's no explanation.

EDIT: Two turns later, my allies declared war...must have been something wierd with the turn orders, although I don't know how it could have taken that long. 0_o

So...the MPP is only triggered when combat occurs, not just by war? Why?
 
Beats me. I have requested for it to be changed in Conquest before. But it looks like for some reason, Firaxis thinks it make sense to have it trigger by battle rather than war declaration. I consider this a bug myself since this design can be and has been exploited easily by many players.

It's also a bit wierd how the Babylonians decided to attack me. The reason they wanted currency was so that they could get Philosophy before me (being scientific) and thus waste my really long effort at getting it and leap ahead in science. But by declaring war, they got the two other most powerful civs to declare war on them, and my golden age-produced army isn't exactly crappy (1-turn War Chariots in my capitol).

But anyway, thanks, and hopefully it'll be changed in a patch at some point.
 
It's not a bug and most likely won't change. An MPP is triggered by actual attacks on your (or your partner's) land.
 
It's also important to note one more factor.... you must let them attack your units, the MPP won't be activated by you attacking theirs.
