Three ideas for Civ 5.

Multinational Corporations
Maybe there could be animated figures as per the Civilizations for multinational corps that emerge out of one country and can offer Civs currency, in exchange for some other service (or Civic type that their business depends upon).. and can also threaten Civs with taking their business elsewhere.

So for instance, you could have an Oil multinational form from your own country and initially pay you currency for your oil resources, and then pressure you to declare war on say a weak neighbouring civ that has oil resources. That multinational could reward you with a higher currency percentage if you steal those resources from other civs.

You could have a mass-media multinational that demands the Free Market, and in exchange you get more happy citizens (cheaper entertainment) and some kind of pitfall.

There could be multinational corps that play different Civs against eachother, and generally wreak havoc (or bring prosperity.)

Propaganda
I'd like to be able to run propaganda campaigns to pacify my population during war time, or spread say, anti-Spanish propaganda leading up to a war with Isabella, so that my people are actually initially happy to go to war.

It would be cool to be able to spread propaganda in neighbouring countries so that you could get other Civs to switch their religions or civics or develop a distaste for one of their current allies - allowing you to push a Civ to side with you.

It could potentially be very interesting to have it reported to you that pro-Greek sentiment is spreading in your cities. Is Alexander running a propaganda campaign in your empire? Or is Alexander's good buddy Ghandi, who is friendly towards you, trying to push you and Alex together and form a three-way alliance? Or is Isabella trying to make you like Alexander, and piss off Saladin who currently likes you but hates Alexander?

Multiple and Imperminent Civ Leaders
It might be cool for one civ leader to be able to be pushed out of power by another leader, in a military coup for example. So if Mao's people aren't the happiest with the way he's doing things.. unhappiness in his cities and he just came out of (but lost) a war, Qin Shi can emerge and replace Mao in a coup.

This way you could have Civs drastically alter their governmental and religious preferences and foreign policies, entirely by themselves.

It might even be cool if Mao is strong enough to (barely) stay in power, but Qin Shi is gaining support, that if there is lots of pro-Qin Shi sentiment in half of the cities and pro-Mao in the other half, a civilization could separate into two Civs!
 
propaganda could be related to a new cultural system in which you can purge unwanted influences from your civ (of which one method might be to spread nasty rumours about that influence) and spread cultural influence to other civs irrespective of borders and city distance. Someone has suggested a specific cultural missionary, but I quite liked the idea of trade, open borders and spreading religions all spreading culture. Thus you can make the population of another civ like you by giving them your religion and trading with them. Perhaps the trade routes of each city spread a tiny proportion of the city's culture.

Thus we could model propaganda within a new cultural system.
