Multiplayer Animations

Now I know that there isn't any animation in multiplayer.
I tried doing some research and I found mentions of there being some problem.
What exactly is this problem that made them remove the animations?
I also found mentions that animations are enabled again in the expansion, is this correct?

They failed to convert the code from Civ4 MP (lack of network programmer ?) or they designed the game to be exclusively oriented for competitive MP (where animation would be a nuisance for fast game), not Coop / Role Play MP.

I think it's the later, as they've even tried to make the AI play like a human competitive player in SP (a 4 or 5 years old capricious human, that is)
