How can it be possible in an all human player game unless one (or more) of the players decides to throw the game in someone's favour?

If i was on a loosing end of a MP game (and thats pretty much decided when the UN vote comes around) i know i'd be happy to vote for a winner instead of playing out the reminding turns.
