Does multiplayer game sustainability increase when settings are lowered? Would DX 9 work more smoothly than DX 11?

What are some tips for enjoying a playable multiplayer game without losing connection or crashing?

Yes dx9 in almost all cases helps lower end computers play Civ5, and helps with performance lag in games, it won't make up for a poor internet connection lag though.
