Would either the no teams at 0 or the singleplayer only at 0 be having an effect?

No. Zero means "no" in those files, so that's saying that it should allow teams and multiplayer. That is the correct file to edit, BTW. You probably have "hide file extensions" checked in Tools : Folder Options in Windows Explorer, so you aren't seeing the ".ini" file extension (type). INI means Configuration Settings.

I'm going to try setting up an Internet game to verify that this should work. I can think of no reason why it's not working for you.
